Divorce mediation in California is experiencing an upsurge in popularity at present due to the state's financial troubles, which have led to crowded court dockets.  Jessica and Gilberto Salcedo are a case in point.  The couple arrived at a family relations courthouse in Sacramento, the state's capital at 9am one day this month, but a full day of waiting in line availed them nothing.  At 4pm when the courthouse closed, the Salcedos had yet to reach the front of the line.  They were instructed to return the next day to repeat the frustrating process. 

All the Salcedos had wanted to do was file paperwork with the appropriate office.  At this point, there is no telling how many days that will take.  "Another day here doing nothing, just waiting," commented the husband in the couple.
